Bali Confirms Permanent Implementation of New Traffic System in Uluwatu Tourist Area
Bali’s Badung Regency has officially announced that the recently trialed traffic flow system in the Pecatu-Uluwatu tourism area will become a permanent fixture to alleviate congestion in this popular tourist hotspot.
Following a month-long trial period in June, the Badung Regency Transportation Agency (Dishub) and the local Traffic and Road Transportation Forum (LLAJ) confirmed that the new traffic engineering scheme has proven effective and will continue to operate permanently.
Smoothing Traffic Flow in High-Traffic Zones
The new traffic system addresses congestion at six critical intersections known for frequent traffic jams, notably the Toya Ning II-Uluwatu Highway intersection and the Baler Setra-Blimbing Sari Highway intersection. It prioritizes smoother vehicle movement from major points of entry such as Denpasar, Kuta, and Sanur into the Bukit area.
Among the key measures, vehicles on Jalan Raya Uluwatu are no longer allowed to turn directly onto Jalan Toya Ning II during restricted hours from 5:00 PM to 10:00 PM local time daily. Vehicles traveling from Jalan Toya Ning II toward Jalan Raya Uluwatu may only turn left toward Pecatu and are prohibited from turning right towards Ungasan during this same time frame. Additionally, no vehicles except motorcycles can turn west onto Uluwatu Highway from the Baler Setra-Blimbing Sari intersection during operating hours.
Legal Enforcement and Community Support
Head of the Badung Transportation Agency, Anak Agung Gede Rahmadi, indicated that the formal enforcement of penalties for violations will commence following the issuance of a Badung Regent’s Decree, which provides the legal framework for the new system. The decision to make the system permanent was informed by a comprehensive evaluation involving local residents and regular road users, most of whom reported improved traffic conditions and more comfortable travel experiences.
Rahmadi highlighted, “In general, the public is pleased with the improvements, as the road has become more comfortable and smoother. This road is indeed the only one with the capacity to reach Uluwatu.”

As Bali experiences peak tourist seasons with heavy traffic volumes, authorities continue to experiment with solutions to improve traffic flow in key destinations. The success of the Uluwatu traffic system may pave the way for similar traffic management initiatives across the island to enhance ease of travel for residents and visitors alike.
